Hi Richard,
I recall a similar comment but it was proposed that the test should be
in the java.util test directory, not in java/time/...
Sherman proposed to leave it in java.time for now to keep it together with
the other tests so it would be more likely to be maintained.
(The move from the tck hierarchy to the test hierarchy is file).
