RFR: Merge openjdk/tsan:tsan

I have already integrated this merge. All tests passed with both fastdebug
and product build with LLVM 8.

Project Skara pleasantly surprises me to generate such huge webrevs.
Particularly these two webrevs, which are reviewable if one invests some
time:
