CFV: Remove Type Annotations Committer: Mahmood Ali

I hereby raise a motion to remove Mahmood Ali (mali) as a Type Annotations
Committer [1].

Mahmood worked on the JSR 308 Reference Implementation and associated
utilities in 2007-2010, while studying with Project Lead Michael
Ernst.  Mahmood has moved on and is no longer involved with the Type
Annotations Project.  We thank him for his contributions!

Votes are due by 27 March 2012.

Only current Type Annotations Committers (including the Project Lead) are
eligible to vote on this motion [2]. If the motion passes, Mahmood will
continue to be an OpenJDK Contributor but not an Author or Committer for
the Type Annotations Project.
