Repeating type annotations

I pushed a first set of changes that provides repeating type annotations
and a big refactoring of how type annotations are handled.
I also moved all type annotation test cases to
test/tools/javac/annotations/typeAnnotations, to be together with other
annotation tests.
There are still a few quirks to work out, so please proceed with caution.
