We have javadoc changes to be pushed to TL, but which are blocked 
because of test failures waiting to come in from the type-annos forest.

Kumar has a potential merge to move bits from type-annos to TL, but is 
blocked because of 10 test failures.

What is the state of the type-annos/langtools repo? should we be 
expecting test failures, and if so, what can we do to fix them?
