If you're writing new/updated tests for functionality in TL. then the 
tests should go straight to TL.

You don't need to be an Author for JDK 8, although it might help a 
bit.   You can continue to publish webrevs on cr.ojn, and you can send 
me changesets to push on your behalf to either type-annotations or tl.
