test(s) for type annotations on new, cast, array levels

I better start posting these or they'll not make it in time.
I took a small failing case out of the larger combinations tests so that 
it will pass.
This test expands on that one to make a more comprehensive test:

It currently fails, so I do not think it will get into tl/langtools 
without an @ignore. :)
