I'll still waiting on some paperwork approvals, so the push will likely 
happen early next week.  I will incorporate any last minute changes into 
type-annotations, providing they look ok, build, test, etc.

Some changes shown here (in test/tools/javac/api/*) will "go away" when 
they are integrated directly into TL. I needed to include them in my 
merge repo to get all the tests to pass.

The "standard" failures are still @ignored.

I'll be following up other issues separately.
