Type annotations (JSR 308) specification draft

Here is the latest draft of the Type annotations (JSR 308) specification.
I've attached it in PDF and HTML, and attached the changelog in HTML.  Many
thanks to Alex and Werner for their numerous comments and contributions.
Further comments are always welcome!
