JSR 308 reflection APIs

Thanks to Joel Borggrén-Franck, we have published the spec diffs due to 
JSR 308 in the Core Reflection, Language Model, and Annotation 
Processing APIs:

As presented there, the specs are licensed for evaluation and comment 
purposes only, like the type-annotations-spec-experts list itself.
