[type-annos-observers] Type annotations (JSR 308) specification draft

Hi Mike,

I think an error crept into the spec while renumbering the target_infos, in figure 1 on page 12:

Cast is now 0x48 and there is a gap where cast used to be (0x43).

Or is this intended?
