RFR (XS): [MVT] MH.bindTo() should reject to bind DVTs

MH.bindTo() should reject to bind DVTs, because they aren't reference 
types as required by the contract:

      * @throws IllegalArgumentException if the target does not have a
      *         leading parameter type that is a reference type

Testing: jdk/test/valhalla/mvt/
