CFV: New Valhalla Committer: Lois Foltan

I hereby nominate Lois Foltan (OpenJDK user name: lfoltan) to Committer role in Project Valhalla.

Lois is actively working on
 * ClassDynamic support
 * MethodHandle tests for MVT 1.0
and has contributed support for generic specialization of boot loader classes

Also, she is a jdk9 and jdk10 Committer.
