CFV: New Valhalla Committer: Harold Seigel

I nearby nominate Harold Seigel (seigel) to Valhalla Project Committer.

Harold is a member of the Hotspot Runtime group and is a JDK Project Reviewer.
Harold has contributed multiple changes in the valhalla repository [1]. Harold
did the verifier work for the Minimal Value Types project and is working on verifier
work for the LWorld Value Types project.
