CFV: New Valhalla Committer: Dmitry Samersoff

I hereby nominate Dmitry Samersoff (dsamersoff) to Valhalla Committer.

Dmitry is a jdk 10 and up reviewer and has been working on an aarch64
port of the value type prototype. For a full list of Dmitry's commits,
