CFV: New Valhalla Committer: Joe Darcy

I hereby nominate Joe Darcy [3] to Valhalla Committer.

Joe (OpenJDK: darcy, GitHub: jddarcy) is a reviewer in the JDK project and has over 1,000 commits in mainline. [2] He is lead of the CSR group, a member of the core-libs and compiler groups, and was lead of Project Coin.
