[lworld+vector] Integrated: Merge lworld

Bring lworld+vector at par with latest lworld+codebase.

Validation Status Quo:-
- All Valhalla JTRegs are passing with and w/o DeoptimizeALot.
- All Vector API tests are passing at various AVX levels with default options.
