[lworld] RFR: 8374028: [lworld] LoadableDescriptors order should be deterministic

Adding determinism to the order of descriptors referred to by the LoadableDescriptors attribute. Kind of hard to test, no regression test provided, tested it offline though, but we are basically making making the data structure holding the descriptors deterministic,
