[valhalla-docs] RFR: Add Brian Goetz presentation from July 2024

This is a minor documentation change intended only to ensure the public can readily find the clearest and most recent information on project Valhalla. I do not have a particular sponsor / Committer in mind. Hopefully someone with the appropriate permissions can verify that the link leads to a valuable and authoritative source of information on the current state of the project.
