RFR: [bworld] fixing regression tests

this PR is fixing the rest of the regression tests failing in bworld, after this all tier1-3 tests should pass

open/test/jdk/tools/sincechecker/modules/java.base/JavaBaseCheckSince.java  and
open/test/jdk/java/lang/reflect/AccessFlag/BasicAccessFlagTest.java
