Trivial fixes to ProblemList various tests:

This is a trivial doc fix that I've grabbed from the main-line JDK repo:
- [JDK-8375342](https://bugs.openjdk.org/browse/JDK-8375342) jdk/javadoc/doccheck/checks/jdkCheckHtml.java failed with duplicate anchors
