JEP 223: New Version-String Scheme discussion moving to verona-dev

OpenJDK Project Verona [0] was created to implement the new JDK version string as defined in JEP 223 [1].  Please direct future discussion about this JEP to that Project's mailing list, verona-dev [2].  I've updated the JEP's "Discussion" field with this information.
