Broken Drag and Drop

Hello,

I recently discovered that the X11 window -> Wayland native window drag 
and drop fails again.

The symptoms are the same as in the GNOME/mutter/-/issues/2042 
<https://gitlab.gnome.org/GNOME/mutter/-/issues/2042> (reproducer 
<https://bugzilla.redhat.com/show_bug.cgi?id=2027569#c0>)

It fails to perform a drop on Ubuntu 24.04 and Fedora 40(Gnome 46), and 
works on Ubuntu 23.10(Gnome 45).

Is this a known issue or should I submit a new one?
