Drag and Drop with pressed Ctrl regression

Hello, Jonas, Olivier,

During the last meeting I mentioned about a regression in the drag and 
drop behavior in XWayland.


The problem is that the COPY action no longer reliably works most of the 
time when the Ctrl key is pressed.

I still do not have a native reproducer; however, a Java one can be 
found here

Try dragging and dropping the yellow button onto the red panel while 
holding Ctrl.

It fails most of the time, but sometimes it can be copied to the red 
panel (try performing several drag-and-drop actions quickly).

This JDK issue was reported back in October 2024 
<https://bugs.openjdk.org/browse/JDK-8341296> against Ubuntu 24.10 
(Gnome 47).
  At that time, it was not reproducible on Ubuntu 24.04 (Gnome 46).

Now, however, it does reproduce on Ubuntu 24.04, suggesting that some 
DnD-related changes were backported to it.
