Yep, but it took me a while to figure it out.
Outbound messages from mail.openjdk.java.net don't go directly to the
net, they go through an internal SMTP relay first. Recently that relay's
spam-checking rules have been beefed up, so it's doing lots of DNS
queries on every message, many of which are very slow. I've tweaked our
Mailman configuration to use 32 parallel outgoing-queue runners, and the
queue is now clear.
If that doesn't fix the problem long-term then we'll see if we can get
the relay reconfigured, though it's not in our direct control.
