Oops, forgot one: Customizable approval workflows.  It should be possible
to define a workflow into which a bug can be submitted for approval by a
specified set of reviewers.  At present we use various internal boundary
systems for this sort of thing (e.g., CCC), but we need to migrate such
processes outside the firewall.  That'll be a lot easier if we can simply
leverage the bug tracker.
