Using the JIRA issue navigator, each user can setup very flexible searches for issues. One can also setup rss feed or email notifications for the searches. It is also possible to setup dashboards for a richer display of search info and other activity on the bug system.

There are also plugins which can encapsulate some frequently used searches and subscriptions use cases.
