Sure but not everyone is a full contributor with access to 
cr.openjdk.java.net etc. But they do have access to webrev and many 
folks prefer to see a webrev rather than a patch as the patch has no 
context. And not everyone has easy access to, or wants to use, an 
external site to host the webrev.
