bcc settings on mailing lists

Quite often emails are sent to the wrong the list and to avoid
continuing discussions on the wrong list it seems appropriate to cc the
right list and bcc the wrong list. Unfortunately it seems the OpenJDK
mailing lists are set up so that if you bcc them the mail gets sent to
the moderator for approval. The potential ensuing delay potentially
invalidates the whole reason for the bcc as no one on the original list
sees it has been redirected to a better place and so discussion starts
up on the wrong list, and then has to be redirected to the right list
resulting in fragmented email threads.
Can we get some kind of global change to the mailing lists so that a bcc
does not require moderator approval?
Thanks,
David Holmes
