Hello Ulf,

Short answer:
No, reports with Incident IDs do not yet have Bug IDs.
Correct, Incident Review IDs are not visible on bugs.sun.com.

Longer answer:
The transition to new infrastructure is being addressed in stages. For 
the time being, Incidents reported to bugs.sun.com are receiving 
Incident Review IDs. Those Incidents will be migrated and will be given 
IDs that will be visible on bugs.sun.com. Once the migration takes 
place, submissions will be placed in the new system and will be visible 
within 12 hours.

We are working on a number of items to ensure the migration goes 
smoothly, which includes aligning with other events to schedule 
appropriately.
