I don't see why that would be true. You can apply a tag to any revision in
the past. So whenever jdk7u40 is officially released, at that time you tag
the corresponding revision. It should not matter that it's the same
revision as jdk7u40-b62, and that other tag may have been created much
earlier. If you make a mistake, you can recover - tags are mutable if you
use -f.
