I take it you want to file bugs in the OpenJDK JIRA instance? I am
afraid that's only available to contributors. To get access, you must
become an OpenJDK Author [1] which requires contributing a few changes
to OpenJDK first:

If you want to contribute a patch, please send the patch to an
appropriate mailing list directly. Someone with access will file a bug
for you.
    
Otherwise, you can report bugs at http://bugs.java.com/ or, if you are
using Linux, against your distribution's bug tracker.
