Download link of jcheck outdated

Hi,

the download link of the jcheck utility [1] on the page [2] points to an 
outdated version. Using this version results in the following python 
error:

error: pretxncommit.jcheck hook raised an exception: __init__() takes 
exactly 4 arguments (3 given)
transaction abort!
rollback completed

Checking out the repository [3] and using the latest jcheck version works 
just fine.

Please update the link to the current version of jcheck.
