Provide jdk-matrix.properties file

Hi,
two days (and two years) later, via [0], I compile and
store a install-jdk.properties file at [1]. The file is still
generated by parsing HTML source code and I expect
it to fail in the not so distant future. For the time being,
it works for JDK 15-ea down to archived JDK 9.0.4.
