Webrev in JBS

There is now a new tools/webrev subcomponent in the CODETOOLS project in 
JBS.

I searched the JDK project, and found only two open issues related to 
the webrev script itself:

These should probably be moved to the CODETOOLS project, but I don't 
have the foggiest on how to do that.
