Setting executable permissions?

I understand that there is a ban on setting the executable bit on files 
in the JDK repositories.

Does this ban extends to the codetools projects as well? In the case of 
webrev, there seems to be no good reason *not* to have the webrev.ksh 
file executable...

Is there a formal requirement about this prohibition? Or is it "just" 
enforced by jcheck?
