Hi Patrick,
I'm not sure you can actually change it, but I suspect you could
attempt to create a new workspace that has a cygwin-like path.
Possibly by opening a cygwin shell, cd ing to /cygwin/c/dev
and invoking hg clone from there?
Note: I'm not sure that will work - but this is what I would try.
