[OpenJDK 2D-Dev] <Swing Dev> RFR: 8196468 : Client jtreg ProblemList updates

I need to update this before I push. v0 added

220 java/awt/Modal/FileDialog/FileDialogTKModal5Test.java 8196430 linux-all
221 java/awt/Modal/FileDialog/FileDialogTKModal6Test.java 8196430 
linux-all But these tests were already excluded on windows+mac under a 
different ID .. Now adding this line, jtreg seems to prefer this new 
line and doesn't see that it should be ignoring the test on windows 
under the other ID. So you can only exclude a test under one ID .. even 
if failures are on different platforms and the causes are unrelated. I 
have removed the original one and made these entries platform generic.
