[OpenJDK 2D-Dev] [PATCH] support Mongolian and FVS(Mongolian Free Variation Selector)

I would like to get some more review. Many experts met last week to discuss
the model further, and there was a 3 day intense meeting earlier this year.
I’m very hesitant to recommend a change in implementation at this instant
in time.
