Mission Statement for the Adoption Group for OpenJDK

Hi all,

We need a Mission Statement for the group that clearly highlights that we
wish to effectively* scale contributions to OpenJDK.

By effectively, we mean in such a manner that the existing ~300-400 full
time OpenJDK contributors don't get overwhelmed, which would result in
potential delays of getting future versions of OpenJDK/Java released!

Here's my proposal, I'd love people's feedback on this:

"To effectively scale contributions to OpenJDK in a way that does not
overload existing OpenJDK contributors"
