RFR (M): 8036767 PPC64: Support for little endian execution model

Hello,

The differences to the 8u patch:

* -DABI_ELFv2 is not added to CFLAGS.
* Setting of INCLUDE_SA is not changed in jdk-options.m4. Is this 
because it's already covered by other conditionals in jdk 9?

I do not know if this is significant, but would appreciate a comment on 
the reasoning.
