JDK 9 test-only RFR of 8180885: Create test to detect if TimeZone.setDefault affects File.setLastModifiedTime

Hi Brian,

Because this test appears to change the time zone I think it
should run in its own VM. Unless there's a global othervm property
in TEST.properties that apply to all tests in this hierarchy?
