RFR: JDK-8214063: OpenJDK will not build on AIX while using the xlc 13.1 compiler

Hi Volker,

I've attached a new webrev to the bug (link below) that includes the 
blanket 
removal of the three locations that we mess with -qvisibility in the event 

of "xlC != 12.1" on AIX.
