RFR(S) 8028595 : WhiteBox API for stress testing of TieredCompilation

Vladimir,

I need Unsafe.getCompiler for DeoptimizeFramesTest, because in 
'non-makeNotEntrant' case, there's no way to determine if the method was 
deoptimized.
