RFR (XS): 8152004: CTW crashes with failed assertion after 8150646 integration

Hi all,

please review a small fix that force VM to disable BlockingCompilation
flag and ignore BlockingCompilationOption if CompileTheWorld or
ReplayCompiles options were turned on.
