Code review request: CR 7152671 RFE: Windows decoder should add some std dirs to the symbol search path

Hi,

This enhancement is in the context of Full Debug Symbols support. 
$JAVA_HOME/lib and $JAVA_HOME/jre/lib directories are added to search 
path for matching pdb files, that contain symbols to decode native stacks.
