RFR (XXS): 8129604: Incorrect GPL header in README file causes RE script to produce wrong output

Hi again,

  another one (I hope the last) of the changes that fix the GPL headers,
this time for a README file. The mentioned RE script does not like GPL
headers starting with a "#" or "*" in non-source code files.

This changes simply removes the "#" at the start of the affected file.
