RFR(M): [Backport of] 8007036: G1: Too many old regions added to last mixed GC

Hi Everyone,

Can I have review of the backport of the fix for 800007036 to hsx24? One 
of the changes to g1CollectorPolicy.cpp did not apply cleanly because of 
the additional parameter to finalize_cset. There was actually no 
conflict in the change but importing the changeset rejected that 
particular chunk.
