RFR(XS): 8155570: serviceability/tmtools/jstat/GcTest02.java fails with parallel GC

Let me put following comment in eatMetaspaceAndHeap method:

      public void eatMetaspaceAndHeap(float targetMemoryUsagePercent) {
+        // Metaspace should be filled before Java Heap to prevent unexpected OOME
