RFR 8087153: EXCEPTION_ACCESS_VIOLATION when CDS RO section vanished on win32

On Windows there's a GetLastError() function, which I know because 
further testing on windows showed that this change didn't work on 
windows unfortunately.  So I'm withdrawing the RFR.
